（长沙）中非技术性贸易措施研究评议基地是多方共建的技术贸易措施公共服务载体。平台共建单位包括海关总署国际检验检疫标准与技术法规研究中心、长沙海关、长沙市人民政府，由湖南自贸区长沙片区管委会指导，雨花区人民政府（湖南自贸试验区长沙片区雨花管理委员会）承建，湖南省中非经贸合作促进研究会承担运营工作，湖南省天一国际咨询有限公司受委托开展日常落地执行工作。

基地秉持 “立足湖南、面向非洲、服务全国” 工作理念，依托中非经贸博览会、中非经贸深度合作先行区两大国家级对非合作载体，充分发挥中非跨境人民币结算中心、中非易货贸易等配套政策优势，为中非经贸合作提供技术支撑与专业咨询服务。

基地组建专职国际化服务团队，分设综合管理、研究评议、咨询培训、交流合作等工作板块，现有专职工作人员 6 名（截至 2026 年 7 月），团队熟练掌握英语、法语等多国工作语言；联动组建覆盖工程机械、轨道交通、农业食品等重点领域专家资源库，在册专家共 139 名。

基地严格对标习近平总书记在中非合作论坛系列重要讲话精神与《中非合作论坛 —— 达喀尔行动计划（2022-2024）》相关工作安排，常态化开展非洲国家技术贸易措施信息咨询服务，助力中非经贸深度务实合作，持续提升中非技贸措施研究评议专业服务能力。

China-Africa Technical Measures to Trade Research and Evaluation Base (Changsha)

China-Africa Technical Measures to Trade Research and Evaluation Base (Changsha) is a public service carrier for technical measures to trade co-built by multiple parties. Its co-founding entities include the Research Center of International Inspection and Quarantine Standards and Technical Regulations of the General Administration of Customs, Changsha Customs and the Changsha Municipal People's Government. Guided by the Administrative Committee of the Changsha Area of China (Hunan) Pilot Free Trade Zone, the Base is constructed by the People’s Government of Yuhua District (Yuhua Administrative Committee of the Changsha Area of China (Hunan) Pilot Free Trade Zone). The Hunan Association for the Promotion of China-Africa Economic and Trade Cooperation takes charge of overall operation, while Hunan Tianyi International Consulting Co., Ltd. is entrusted to carry out daily implementation work.

Following the work philosophy of “based in Hunan, Africa-oriented and serving the whole country”, the base relies on two national-level China-Africa cooperation carriers, namely the China-Africa Economic and Trade Expo and the Pilot Zone for In-depth China-Africa Economic and Trade Cooperation. It fully leverages supporting policy advantages including the China-Africa Cross-border RMB Settlement Center and China-Africa Barter Trade to provide technical support and professional consulting services for China-Africa economic and trade cooperation.

The Base has set up a full-time international service team with functional divisions covering comprehensive management, research and evaluation, consulting and training, exchange and cooperation. As of July 2026, the Base has 6 full-time staff proficient in English, French and other working languages. It has built a joint expert resource pool covering key sectors such as engineering machinery, rail transit and agricultural food, with a total of 139 registered experts.

The base strictly aligns its work with the guiding spirit of General Secretary Xi Jinping’s series of important speeches at the Forum on China-Africa Cooperation and relevant work arrangements set forth in the Forum on China-Africa Cooperation Dakar Action Plan (2022-2024). It regularly delivers information consulting services on technical measures to trade in African countries, facilitates in-depth and practical cooperation between China and Africa in economy and trade, and continuously upgrades its professional service capacity for research and evaluation of China-Africa technical measures to trade.
